They had to leave because that parking area is reserved for trucks and buses, even though at that time of night there aren't any trucks or buses. An american that lived in Japan for a number years told me, in Japan, it doesn't matter if a rule makes sense or not, it's a rule, so you must obey (naturally !). Sheesh..
